It looks like you received an email indicating you were billed for an app that you didn't purchase.
You may be able to use the link in Report a problem with an item purchased from the iTunes Store, App Store, Mac App Store, or iBooks Store to see if the item is in your purchase history and report the problem.
This could also be a "phishing" email. For more help with this, see Identifying legitimate emails from the iTunes Store.
