Isn't this standard behavior? I have never seen it work differently in my El Capitan.

Thank you for your response. To my knowledge, this is not standard behavior.

I am using MacOS Sierra (so I do apologize for responding in the wrong forum), but even when I was using El Capitan, I never experienced the "CAPS LOCK" deactivating whenever I changed input language.

I can't remember it acting any other way. In my High Sierra install (I don't have Sierra) it does the same thing.

I just tested and see the same thing. I imagine resetting the layout would disable the caps lock, but seems they should check if it is on, then set it to the same state after switching. Might be something accidentally dropped from the code.
