How large is your library that you want to use with an earlier version of Photos?
If you have enough free storage in iCloud and the newer Photos library is used as an iCloud Photo Library, you could download this library on your Mac with the older Photos versions as a Photos library in the older format. Create a new, empty library on that mac and enable it as the iCloud Photo Library. It will download the photos and albums in the older Photos format, but without Faces tags and without your books or calendars, see:
