Q: Bootcamp running really slowly

For the last 10 months i have been running windows 7 on my 2010 Macbook Pro using bootcamp with no issues whatsoever. However, the other day bootcamp began to run really slowly half way through a internet browsing session. I held the power button to power off my Mac and then restarted. 10 minutes after i had booted into windows, it began to run really slowly again (it took about 3 minutes just to open windows explorer). I then decided to boot into safe mode to stop some programs from starting up when windows starts. Tried booting normally again. It didn't work. I then went back into safe mode and installed the free version of AVG to improve performance and to get rid of viruses. I tried all the performance tuning options available but when i reboot normally, it still ran slow after 10 minutes of starting up. I also tried doing a virus scan, but AVG didn't find anything malicious. After that i ran windows' disk cleanup application which didn't improve my system any either.
After doing all of this, i thought that maybe the issue was with my Macbook's hardware. Because, apart from slowness, the only other thing i could see was that when i opened task manager and looked at the performance tab, the CPU usage was almost always at 0%, Which made me think that there might be something wrong with my CPU. But when i boot into Mac OS. Everything runs fine! I ran the mac hardware test aswell, just to make sure, but the test didn't show any hardware problems.
My last thought was that maybe my web browser (in bootcamp) had become infected and was causing bootcamp to run slowly (because it was during a browsing session that the issues started). So i reinstalled and reset my browser, but nothing happened.
So i'm really not sure what i should do next to fix my computer, or even what is causing the problem and whether or not the problem is hardware related. My next thought is to reinstall windows, but doing so, means i have to buy a new installation disc off of ebay, because i lost the one i used to install windows shortly after. I wanted to ask here before i did so, incase i don't need to reinstall windows and buy a new disc.
