My problem started with a new Magic Mouse 2, as my MM1 works fine. The MM2 was sent back to the Mac EFFA Lab to see if the mouse was the problem. No answer yet, but the new replacement MM2 has the same problem. I have an open case so I hope to speak with them tomorrow, and will post if there's any progress.
I'd suggest you open a case w/AppleCare. The more the merrier.

Nov 3, 2015 7:38 AM in response to zswannby zswann,Apple followed up and, at least for my situation, it's a software problem that should be addressed in the next build of El Capitan.
I'd suggest contacting AppleCare to confirm you that have the same problem. It was a pleasure dealing with them.
