iPad Mini 4 - Smart Cover question

I just purchased a Mini 4 and I have the smart cover. First question is, does the Mini 4 running the latest software (9.1) have the lock feature where the cover turns the screen on and off? I can't seem to find it in the General tab, or anywhere for that matter. Also. The magnet kind of stinks..keeps falling off. Is this common? Thank you.

I also bought the Apple bottom cover and the two, together, close with an almost hermetic seal, But the smart cover isn't working!

Is there a setting somewhere?

There is... somewhere in Settings. I don't have my iOS device with me. Can't remember the exact location but there is a setting to enable/disable smart cover.

I looked through all the settings and I couldn't find the setting for the Smart Cover.

I think iOS did away with this settings option?

I remember the smart cover option still being in the Settings App in iOS 7 but I do not remember seeing this option any longer since iOS 8.

I'll check the iPad Users guide, but I believe that the smart cover setting option is no longer.

Update,

There is no "Smart Cover" general setting, per se.

The Smart Cover is activated in the Settings App, General and in the right hand panel under Lock/Unlock and slide the switch over showing a green activation color.
