Apple just released 'Find my friends' on iCloud (21 October 2015).
I have an iPhone with iOS9.1, and I want to share my position with friends who are NOT ON IOS: Is that possible?

No, it's not possible. As you can see from this article, it states "to use Find My Friends, your friend also needs Find My Friends on a device using iOS 8 or later" meaning they'll have to have an Apple product like an iPhone or iPad.
