Re: iOS 9.1 causing app store issuesin response to Drashad86Found a temporary workaround to re enable cloud connectivity/ updates. It's not ideal but it works and you won't lose your past purchases. Follow the steps below. Note you will need a secondary email address that isn't tied to your Apple account.
1) Go to AppleID and create a new Apple account then verify this account via email.
2) On your device go to iCloud family sharing and enable this account as a family member with all privileges
3) Validate this family member via the verification email
4) Now you can use this new Apple account for itunes downloads, updates and Apple Music (note all your previous purchases will show as free download)
5) Sigining into Game Center with your old Apple account will sync all your game saves on the new Apple account
6) Voila! It's not simple but it works.
Hopefully Apple fixes this issue in the next update or we may all be going to new Apple accounts. I think this only happend to certain Apple IDS. Not sure if it was linked to iCloud backups or family sharing since I had both enabled when I did the update. We are definitely certain it is a Apple ID &9.1 corrupted connection to apple's iCloud. Just not sure what's the common denominator.
Note if you go to the Apple Store please show this thread and maybe we can get this error escalated!

Nov 7, 2015 10:52 AM in response to MidwayFluxby walter132,small bit of hope for you- a guy on another thread indicated he'd been contacted by an Apple engineer who wanted to use his Apple ID for a test device. So it is being worked on, when the patch will see the light of day is another matter....
Want to endorse Hans' solution up above, worked for me. If you log out of App Store you can stay logged in on Game Center with no connectivity issues, all your saves and scores come back. Started a three month free trial on the new ID for Apple Music and used family sharing to grab a couple app purchases I was missing. Pretty clunky but gets the job done while waiting for a long term fix.

I was moved from iOS support to iTunes support and then back to iOS support and now back to an iTunes senior adviser. Been calling and emailing back and forth. I'm trying everything they've asked and I've let them know everything I've tried and noted any changes or any other little odd occurrences. Whatever I can do to help.

If fact I use my iTunes on my Mac to update the apps and sync them with my iPhone later.

I was running 9.1 on iphone 5s 16GB for over a week with no issues, then suddenly the app store started showing up with no download buttons, or cloud icons if I hard reset the iphone. Apple Music would hang and after logging out of Apple Music I was unable to log back in. Tried restoring the device; setting it up as new user; tried everything already mentioned on this thread - nothing worked. I chatted with an apple senior level tech for three hours, tried everything Apple Support suggested and still could not download apps through my phone. I can download apps through iTunes and can load the apps to the iphone through iTunes but I can restore purchases, and some apps won't respond, e.g. Pandora. Pandora just hangs and won't open; Google Play Music will stream but I can't download playlists (that option disappeared). Since I was getting ready to upgrade my iphone I did not take my phone to Apple Store. My new iPhone 6s 128 GB arrived two days ago, I logged in with my apple id and everything was good. I was able to download my apps, restore purchases, and download free apps. So, it appeared the issue was hardware, but then I updated from iOS 9 to iOS 9.1 and now I'm back with all the same issues I had with the iPhone 5s. My family has two other iPhone 5s' phones running iOS 9.1 and they are working perfectly.
It would appear that the issue is with iOS 9.1 - but it also has something to do with Apple ID's on iOS 9.1. And I can't help but wonder if Apple Music has something to do with it too. I had an Apple Music subscription and my family members do not. I cancelled Apple Music because it wasn't working right when my app store issues cropped up. I'm planning a trip to the Apple Store with my new iPhone 6s because it's just frustrating that I can't download from the app store, or re-download my purchased apps. I'm hoping the Genius Bar can remove iOS 9.1 and get my phone to work again, or get the iPhone replaced.

Nov 9, 2015 2:59 PM in response to Drashad86by wdmcdonough,The problem seems to be a corrupt Apple ID. I had the same problem (with many, many more) and did everything including having the phone replaced to fix it. Nothing worked. I did, however, find a workaround. My threads here:
9.1 Problems? Can't use music? Can't download/update apps? GameCenter broken? Look here

A workaround my help some for the time being. But everyone's crossing their fingers when iOS 9.2 officially rolls out.

More of a curiosity than a fix.

Nov 10, 2015 4:26 AM in response to ktorsterby walter132,I believe this could work, but I ran into trouble with it being logged in to the master ID on iCloud and the secondary on itunes. Like basically when I tried to authorize the secondary ID iCloud said "but you're already logged in." Basically it works if you log out of your original iCloud, grab anything youre missing and then log back in (I need my original iCloud login, tons of data I use daily in there). In other words very clunky and not a long term fix.

Granted, past purchases would be lost, but it's at least a start.
Would existing apps on the phone update under a different App Store ID?
