Still no change on my end. And, this has been an issue for me since October 21. I have an iPhone 6S, Family Sharing, Apple Music and iTunes Match, and 2 Factor Authentication turned Off.
I also received an Email from the Senior iTunes Tech who has been assigned my case who said that they are still working on this issue. I received his Email at 10:50pm CST last night.

I will wait a few days before updating any of my actual devices just to be sure, but this is promising!

I am always able to temporarily fix the issue by signing out of all iTunes services, rebooting the device, then signing back in. It then recurs randomly, sometimes not for more than a day, sometimes right away. And sometimes the issue has fixed itself with no intervention from me, before recurring again. So I would be cautious in assuming that the issue is solved based on relatively short periods of not seeing it.

So like I said, promising. Many on the other thread are reporting the same.

HOORAY! I was able to install an app, update apps, and get my Apple Music and iTunes Match Library to load! I did have to do a hard reset, though, in order to notice any changes. Weird that I tried that already this morning, and it DIDN'T work, but then did again just now and it IS working....
Same here about the waiting, though.. If it's still good later tonight/tomorrow, I'd say mark as closed! This made me so happy.

Did you reboot the device, did logout and login again or something before it started working or it just start working by itself?

Nov 18, 2015 9:42 AM in response to m.bagnasaccoby MidwayFlux,All I did was a hard reboot. Apps that weren't working before (in app purchases) are now working again, too.
My iTunes Match library is showing up, but Apple Music is not. I'll mess with it a bit more when I get more time later tonight and report back anything I see.

Nov 18, 2015 9:51 AM in response to MidwayFluxby Jackleg23,Rebooting the device and signing back into your iTunes and App Store account often makes the problem go away for an undetermined amount of time and then the problem comes back unannounced. I actually wrote about it in this thread pages ago. You really need a longer amount of time with everything working properly to say that this problem might be fixed.
