The problem we're talking about started after 9.1 upgrade.
These are two mutually exclusive issues that happen to be going on concurrently.

Having same problem since last saturday on both my iPhone6 and my third-gen iPad.
Sometimes the App store just doesn't show up updates, sometimes it does not even show the "update"/"update all" buttons. When the buttons are displayed, if i tap on them i get an endless grey spinning circle (and updates are not downloaded).
I booked a genius bar for Monday (first free place in the Apple store near my home), i will post if the genius provides a working solution.

Oct 29, 2015 8:46 AM in response to m.bagnasaccoby Jackleg23,I've been experiencing this problem for about a week now and went to the Apple Store days ago and they won't be able to fix the problem. Installing iOS 9.1 from a Mac and not restoring from a iCloud backup won't help (I tried both). The only thing that seems to work is to downgrade to iOS 9.0.2 which they won't be able to do at the Apple Store. I still encourage you to go to the Genius Bar appointment just to spread awareness of this problem; maybe even show them this thread as some unofficial documentation for it.
As a side note, I really hope Apple releases a software update before 9.2 that fixes this. I can kind of deal for the time being with the App Store problem but not being able to use Apple Music, one of my most used apps, really *****.

Oct 29, 2015 9:51 AM in response to Jackleg23by m.bagnasacco,Thanks Jackleg23, as you suggest it's a good idea to go to the genius bar, at least to testify that the problem is affecting more than just a couple of people, hoping that this would make Apple find a bug fix soon.
I'll definitely go to my appointment and would like to encourage other affected people to do the same.

Oct 30, 2015 4:35 AM in response to Drashad86by Gcubed81,Hey guys had this nasty bug from even the last beta to downgrading to 9.1 normal. It is terrible I tried everything on here and that I know of even full recoveries to no avail. So many forced restarts. I noticed because of apple music but than couldn't download updates or anything. You can get them to work if you network setting reset or force restart for a few minutes. The only solution was to put my phone and iPad down to 9.02. Download it and do it before apple stops supporting it. It's easy to downgrade its just like an update. Download it to like your desktop and you can download it from many places and when you go into iTunes on a desktop and go to click update hold down option key on mac I think ctrl on windows and pick the update on your desktop. The first time it told me my firmware was not correct and wouldn't download but I did it again and it went through so don't give up as long as you download the right one for your device you should be good. And don't update until this thing is fixed it is truly a nasty bug and I love apple really missed my apple music but I was close to throwing my phone at a wall. Was very annoying bug and I have a lot of patience hopefully they have a fix or patch soon. Good luck everyone.

It seems we're in limbo right now. We could only hope that a 9.1.x or 9.2 will come soon and fix the problem.

Oct 30, 2015 4:52 AM in response to m.bagnasaccoby Gcubed81,Oh man I did it just in time a day in a half ago than. That stinks hopefully like you said some kind of update is on the way. I like to be upgraded to the latest. I haven't encountered many bugs like this with apple or I was just one of the lucky ones that didn't have issues. I would hate to be caught in limbo Im truly a power user work and everyday and was killing me not to be able to use my phone to full capacity the last few weeks. Good luck everyone.

Oct 30, 2015 9:15 AM in response to Drashad86by ktorster,As an experiment, I took an old 5s sitting around at work, updated it to 9.1 and got the same thing. So it doesn't seem to be phone related but somehow Apple ID related.

I kept saying that to apple but they can't see that they so a fully functioning apple id. I even changed my password and security questions with them. Again the only thing that worked was downgrading to ios 9.02

Are you still on 9.1 or were you able to downgrade (again) to 9.0.2 before Apple stopped signing that version?
Just curious where you are in this whole process right now.

Just got off the phone with an Apple Senior Advisor and he'll be passing the info from the session to an Apple engineer so I'm doing my part on bringing awareness to this problem.

Oct 31, 2015 2:56 PM in response to pinkoosby Drashad86,After the upgrade again to 9.1, it worked fine for 2 days, but then got messed up again. So i downgraded again to 9.0.2 before apple stopped signing it.

Oct 31, 2015 6:52 PM in response to dbarsiby HansTnT,This problem is ridiculous. I can't believe Apple has not acknowledged this issue. The only fix I have found is to downgrade to a previous os unfortunately Apple has stopped signing any thing under 9.1! I would recommend anyone on this thread to demand a new replacement phone at the Apple Store if possible by showing this thread. Fortunately the new phones come with iOS 9 which works way better than the garbage which is 9.1. Come on Apple increasing sales with great hardware and crap software will be your downfall! FYI: I have opened several tickets with Apple customer support to no avail or response. Either they know there is a problem and they don't have a solution or they are working on one and putting customer response on the back burner. Bad move Apple!
