Apple WatchHi Colin
On your iPhone, in the Apple Watch app, go to: My Watch > General > Accessibility > Voiceover - on that screen:
- Check that VoiceOver is turned off;
- Check that Screen Curtain is turned off.
If that does not immediately resolve your issue, restart your watch:
- Restart Apple Watch: Press and hold the side button until you see the Power Off slider; Drag the slider to turn off completely; Afterwards, press and hold the side button until you see the Apple logo.

Apple WatchHi Colin
In that case, follow these steps:
- Connect your watch to its charging cable - with power connected.
- Press and hold the side button until you see the Power Off slider.
- Force Press (ie more firmly than usual) on Power Off and then tap on Erase all content and settings.
Then re-pair it using the Watch app on your iPhone, choosing to restore your watch from backup when the option is offered:

Apple WatchTry telling Siri to "turn off VoiceOver".
Either press and hold the Digital Crown, speak the instruction, then release - or raise the watch face, say "Hey Siri", then give the instruction.

Apple WatchHi Colin
Unfortunately, you will need to contact Apple Support with a view to having your watch repaired / replaced under warranty:
https://www.apple.com/support/watch/contact/
"If you see .. a red exclamation mark during startup, and your Apple Watch appears to restart or never fully starts up, contact Apple Support"
If your Apple Watch doesn't respond or won't turn on - Apple Support

Apple WatchI suggest that you contact Apple Support (with a view to having your watch checked and, if necessary, replaced under warranty), as the behaviour that you are describing is not normal.
