Whether this is intended to be claim support for iOS 9.1 is open to conjecture, though it would seem strange that Apple would even bother to make an out-of-sequence release available for XP and Vista users that becomes obsolete within a couple of weeks. Looking across multiple threads started since iOS 9.1 was released it does seem that a significant number of Windows users are having issues, independent of the edition of Windows they are using - many of the "iTunes doesn't work with Windows 10" comments seem to have a common factor in referencing iOS devices in general and iOS 9.1 in particular. Issues with Vista and 12.1.3 may therefore not be specific to that OS and that release of iTunes, but rather with their combination with iOS 9.1.

And I tend to agree with hhgttg27 in this case.

The OP here says an iPad 4th Gen, while shark says an iPad Air, so there are differences there as well. It is very difficult to determine when people post, "I have the same problem" as many times it is no where related.

It is working with iOS 9.x. Apple made this change to continue the support for older versions of Windows based on user feedback.

The differences between iOS 9.0, 9.0.1, 9.0.2 & 9.1 ought to so minor as not to have affected communications between iTunes & the device. As hhgttg27 says it would seem odd of Apple to make the effort to provide iOS 9.x support in Vista & XP only to break it again a month later.

My iPad was plugged in recharging last night and iOS 9.1 was downloaded but not installed.
I installed iOS 9.1 today with no problems. Tested iTunes sync a couple of times and everything works correctly.
So ... for the specific setup detailed above, iTunes 12.1.3.6 on a 32-bit Vista PC still supports/syncs with an iPad running iOS 9.1.

From what I hear and read, it seems that this is just an anomaly caused by the 9.1 update on Some models of iPad only. In that case I think the only thing to do would be to wait for a iOS 9.1.1 update to fix that issue. (Which I guess for Vista they won't be in a rush to make)

Nov 3, 2015 7:17 PM in response to shark_number1by Marvin Martianul,Thanks to estonianboyuk we now know that the "freezes" are AppHangB1 problems, and that they can apparently be solved by setting up the iPad as new - which unfortunately cannot be done on the PC where the hangs occur and might leave other issues unsolved: Does iTunes Version 12.1.3.6 work with iOS9.1?

Dec 13, 2015 3:09 PM in response to ChrisJ4203by Brian-40,I Have only just found this topic. I have a windows vista laptop (32 bit) and an iPad Air 2. Ever since I have updated to iOS 9 in September I have had the same problem as others here, where itunes sees the iPad but as soon as I click on the iPad icon iTunes freezes up and I have to use the task manager to exit. I have reinstalled iTunes several times but with no luck. I have also restored the iPad and in this case iTunes will do a sync (of photos for example), but then iTunes freezes up again. I have just followed the instructions here for removing iTunes and reinstalling and have followed them to the letter, but with the same result. I was careful to install the 12.1.3.6 (16 Sept) version. As the last posting was some time ago I guess there has been no change in this issue, but for me iTunes no longer works. I updated iOS to 9.0.1/9.0.2/9.1 and last week to 9.2. But in each case the symptoms remained.
