Q: Why "Continue" link to start using iCloud Keychain is not working after update?

I just update iOS9.1 on iTunes and iPhone 5c. After phone was updated, the iCloud Keychain screen came up, but the "Continue" link (to start using iCloud Keychain) did not work or do anything. I had to decline in order to use my phone.
