Can't login to Apple ID on Mac (Keeps Loading)

In iCloud setup installation, iMessages, FaceTime, iTunes, and probably more, i am unable to login to my Apple ID, only on my mac; I can still login on my phone and on the website. There is no error report or anything. It just keeps loading and loading for hours and in iTunes, i am unable to close the app without force quitting while logging in (loading). What do I do? this happens and has happened in Yosemite and El Capitan so I don't think it has anything to do with the OS
