How do I import photos from my MAC to my iPad without using the iCloud?

Connect your phone to your Mac using the USB cable and use

iTunes Sync or Direct import to Photos or using Image capture

Use iTunes to sync photos from your Photos library to your iPad. Connect the iPad to your Mac via USB cable and

select either the entire library or selected albums.

NOTE: the iCloud Photo Library must not be enabled for iTunes syncing to work.
