You can make appointments online or via the Apple Store app on an iOS device. As long as you arrive on time for your appointment, you should be fine. I've never had to wait past the time I've reserved for a Genius Bar appointment when I've made one. If you have reset, the next steps in user troubleshooting are restore. However the description you provide sounds like the screen is failing. You can see what other steps are in this support document. Otherwise make that Genius Bar appointment. If the screen on your iPhone, iPad, or iPod touch doesn't respond to touch - Apple Support.
