Stop Photos from launching when SD card is inserted

While the card is connected Uncheck the box to open photos when this device is connected and in image capture set the action you want when that device is connected

And tell Apple that they need a system wide way to stop Photos for people who do not choose to use it - http://www.apple.com/feedback/photos.html

Unfortunately, it seems when the card is subsequently reformatted in the camera; Photos thinks it is a new device and opens again.

That is correct - there have been terminal command posted to stop this
