If I understand correctly you had a prompt about a file conflict with Numbers and want to restore the file you chose to delete. You may be able to do that with the Restore function at www.icloud.com. These steps will help you do that:

Restore deleted files
You can restore files you deleted from iCloud Drive in the last 30 days, whether you deleted them on iCloud.com, your iOS device, your Mac, or your Windows computer.

Go to Settings on iCloud.com, then click Restore Files (in the Advanced section).

Select each file you want to restore, or select Select All.
If a file was in a folder when you deleted it, the folder location is shown below the filename.
The list of deleted files may contain more files than can be shown at once. Scroll to see more.

Click Restore File or Restore [number] Files.
Look for your restored files in the folders they were in when you deleted them. For example, if a file was in the Pages folder when you deleted it, look for the restored file in the Pages folder.

I had done every thing you had suggested before but it wasn't there. Seems my iCloud never synced. It took me a few hours a serious migraine but I redid the whole spread sheet.

now after I redid the spreadsheet and made sure it synced on iCloud. the said file isn't opening on my iPad which it was created on I'm only seeing it on iCloud on my desktop. WTH!!!!
THe file is on my tablet but when I tap on it nothing happens it's not opening.
I synced iCloud numerous times and even connected both devices to see if something can happen and nothing did.
i Just updated numbers because of the problems I've been having was said to have been resolved if I did, this is the first time I really want nothing to do with an apple product
i need help ASAP

From the screenshot you provided it looks like the document isn't loading in the Numbers app, but it does recognize the file is there. I would next use this process to update the iCloud data for the Numbers app on the iPad:
1. Quit the Numbers app:
Force an app to close in iOS
https://support.apple.com/en-us/HT2013301. Press the Home button two times quickly. You'll see small previews of your recently used apps.
2. Swipe left to find the app you want to close.
3. Swipe up on the app's preview to close it.2. Then go into Settings > Numbers and turn off Use iCloud
3. When you have done that restart the device:
iOS: Turning off and on (restarting) and resetting

4. Turn Use iCloud back on5. Test the issue one more time
That should get Numbers functioning correctly once again.
