It sounds like your touch screen is not functioning as expected. If this is the case, I would suggest going through the troubleshooting steps in the article below.
If the screen on your iPhone, iPad, or iPod touch doesn't respond to touch

I've had computers de in in a different country time zone and modify the keyboard layout for me. Unfortunately they don't change the keys themselves. A long shot but worth checking.

Go to apps store download another keyboard i use one called Crimson and it works very well.
But also i think you may have a bug.
I would go to settings- iCloud - backup now .
Then restore back to factory settings
Use same apple ID / software backup to get apps / data back do this over your WiFi .
