Q: Is there any extension that allows adding text to a picture in the Mac Photos editing app?

I sometimes edit pictures in the Mac Photos app.
Was thinking of adding text to a picture.
There is no such option in the edit menu - only filters, colour customisation etc

I was wondering whether there is any third party extension which allows this?

MacBook Pro with Retina display, OS X El Capitan (10.11.1)

Not yet.  The available app extensions are all for retouching or other effects.

Have a look at this discussion:   Re: How to add text to photos in the Photos App on El Capitan

Currently you can only add text in an external editor and reimport the photo., for example, addd the text in Mail.

If you want to write captions onto the photos for sharing the photo by Mail, you could use the "Markup" extension directly in Mail.

To send a photo by mail with text added, use "Share > Mail", then click the Markup tool. It is hidden in the hidden actions  menu in the upper right corner of the inserted photo in the Mail window.

Then add a text box wherever you want and format the text:
