If you are referring to the information in the following link, then it only applies if you have Mountain Lion or later on your Mac.
Install the latest compatible version of an app on an earlier version of iOS or OS X - Apple Support

Oct 25, 2015 5:06 AM in response to SMD123456by Russ H,I still have a 10.6 system which I maintain for a variety of reasons. FCP 10.0.9 is the latest version that will work on that OS.
If you have a version of FCP installed already, you can download a newer version (as SurryFriends said) on 10.8 and higher. You could do that and keep 10.6 by creating a partition for an alternate boot volume. If you don't have FCP already installed, you could create the bootable volume and download the trial to see first hand whether it meets your needs.
