how to upload/save pictures/files in icloud drive using same iphone (5S)

I am using iphone 5S, recently updated to IOS 9.1 where icloud drive is also included with 5GB of free space, now i want to save/upload pictures/files in icloud drive by using same iphone but in icloud drive there are no tools to upload anything. even I select any picture to upload in icloud drive, no any tool is there.

Note: I try it from my PC and successfully uploaded 01 picture in icloud drive

You cannot upload photos to iCloud drive or to iCloud directly. iCloud Photo Library is what is you would want if you want to store your photos in iCloud:

It is a bit confusing, but iCloud is where you store your backups of your device, iCloud Drive is where you store your documents, and iCloud Photo Library is where you store your photos.
