Q: I can't update my Ipod

Hello I'm Eva,

I have a Ipod Touch but het can't udate anymore and know I can't download apps anymoren

How can I update my Ipod Touch again.

iPod touch, iOS 6.1.6, Ipod Touch 4

Correct, that model can not be upgraded further. The Apple article below may help with finding compatible Apps.
Install the latest compatible version of an app on an earlier version of iOS or OS X - Apple Support
