The verification process for Apple Pay is handled by your card issuer / bank. Text message / SMS verification involves the issuer sending a message to the mobile / cell phone number that they (not Apple) have on record for you. If you are not receiving the text message, contact your bank to update their records.
If you call your card issuer (rather than, for example, updating your contact details online) and ask to speak with their Apple Pay verification team, they may also be willing to complete verification by phone instead.
