I have a 1TB HDD and I am using over 600GB of it. I want to get rid off all un-necessary data such as back ups from "file Vault" since I have a "time capsule", which I use as my HDD back up.

I'm not sure how you are getting backups on your internal hard drive, but then I do not use FileVault, so I may be missing something. However, in general, once you remove anything on your internal drive, the next backup will also eliminate whatever you've removed, so unless you are sure that you do not need the item, I'd be careful in what I delete.
Additionally I would not delete anything without having at least two backups in different locations and/or different backup drives.

File Vault is disk encryption software, it shouldn't be making backups as far as I know. I don't use File Vault so I'll just point you to a support article rather than offer advice that may not be correct Use FileVault to encrypt the startup disk on your Mac - Apple Support

If you will be deleting them on your internal drive after copying them over, make sure you will back up that library on another drive or it may be gone if that drive fails (as they all will sooner or later).
