How can I delete Apple apps I do not use?
I recently updated to iOS 9.1 & find I have lost even more storage space to pre-installed Apple apps.
How can I delete apps like news & tips that I do not use?

You can't.
TThat's what I thought 😟 ... So, why in the terms & conditions does it state " If you do not wish to use a Preinstalled App, you can delete it from your iOS Device at any time." ?
You cannot delete apps included with iOS.
I have no clue about the quotation.

I have never seen those words in an Apple document. Can you post a link?
Good news. Go to settings> general> restrictions> News> off. News is gone, just remember your rstriction passcode.
For Tips and other apps you don't use place them in a folder and move them to the last screen.

No, that doesn't work. News is not listed there. Nor in the list of apps on iPad
OH sorry, yes this works.
Shame it doesn't work for tips & watch.
HHowever, it doesn't free up any space. Just hides the app.

You are confusing "Preinstalled apps" with built in iOS functionality. A preinstalled app refers to something like Page, Numbers, or Keynote which install when you set up the device but can be declined or deleted. Key functionality interfaces (which appear as "Apps") such as Apple Watch, Tips and others cannot be deleted.
Turning it off in Restrictions does not delete it or return the minute space that it uses it just hides it. All of the system apps put together use very little space so put them all in a folder on the last page. You may decide someday you want to keep up with the news (it is a pretty handy app). There has been talk that Apple might allow deletion of some of the installed apps, perhaps they got ahead of themselves.
