I understand that you have updated your iPhone's version of iOS to 9.1 and since then have been unable to connect to any Bluetooth devices with your iPhone. Is that correct? It sounds as if you have done quite a bit of troubleshooting trying to figure this out, and I very much appreciate your efforts.
The following article has a number of suggestions for troubleshooting Bluetooth issues on the iPhone - Get help connecting a Bluetooth accessory with your iPhone, iPad, or iPod touch. Some of them you have already done and there is no need to repeat those.

Oct 27, 2015 6:35 AM in response to kristinafhby Lawrence Finch,All of the devices you mention use BlueTooth LE, which does not require pairing. Go through the setup instructions for each device and it should reconnect.

Oct 29, 2015 9:54 AM in response to Lawrence Finchby kristinafh,FYI - the only thing that worked was me resetting my network settings. I had to reset to factory settings and then everything started pairing with my phone.

Dec 3, 2015 5:14 PM in response to supermimaiby Lawrence Finch,Settings/General/Reset - Reset network settings does what it says; it resets network settings. Nothing else on the phone is reset. As WiFi passphrases are a network setting they are cleared, but that is all you lose.
