safari scrolling problems after upgrading to osx el capitan

Hello, I am experiencing an unusual problem in my safari browser, where i'm unable to scroll down on a page in some window. What happens is, after scrolling down, the page comes back to the top. I can scroll only after turning my wifi off. This is happening only after I updated my os to OSX el Capitan. Please help me fix this issue as it is troubling me and hampering my browsing experience.

MacBook Pro with Retina display, OS X El Capitan (10.11), Bought and used in India

Disable all Safari extensions and test. If the problem is resolved, re-enable the extensions one or a few at a time until you find the culprit.

I don't have any extensions for safari installed in my mac.

I have had the same problem a few times on an iMac 5k and RMBP both since upgrading to El Capitan.

Have to quit safari to get it to work again.

This happens to me in both Chrome and Safari. the page just stays stuck. When reloading the page doesn't do the trick, or opening a new tab, I too have to quit and reopen.

I had the same problem, but I think I've got the answer. Bookmark the page. Quit Safari. Hold down the Option key and simultaneously re-launch Safari. Then go back to the bookmark of the page. It's kinda like a reset for the the Safari cache.
