Welcome to the Apple Support Communities! I'm sure we can help you figure out what is going on with your iPhone, but we may need a bit more information and clarification on what you are experiencing:
1. When you say that the keyboard is "locked", what exactly do you mean? Is the keyboard not disappearing from the screen, not responding to touches, etc?
2. Is this happening in the vertical (portrait) or horizontal (landscape) orientation? If you rotate it back the other way, does it go away, or does it stay "locked"?

when i rotate my phone, in horizontal orientation , not only the keyboard but also all of the screan not responding to touches,

Oct 28, 2015 1:03 AM in response to Babakmishanby Babakmishan,This problem is sometimes , 2 or 3times in a day. I Restored my iphone 3 times and updated ios up to 9,1 but already the problem is exist. Is this the software problem or hardware?!

If your display isn't responding to touch correctly, even in just one orientation, you may want to try the troubleshooting steps outlined in the following article, up to and including contacting Apple Support directly if necessary.
If the screen on your iPhone, iPad, or iPod touch doesn't respond to touch - Apple Support
