Q: Does iCloud actually work with Windows?

So when I try to use iCloud on my phone, it tells me that it now requires iOS9 or OSX Yosemite or later.   No mention of Windows.  Yet, there is an "iCloud for Windows" so I'm confused.  Do they just not bother to mention Windows on the requirements, or does iCloud for Windows not actually work any more with iOS9?

    iCloud requirements for Windows

     

    • Microsoft Windows 7, 8, or 10.
    • iCloud for Windows 5
    • iTunes 12.3 or later
    • Outlook 2007 - Outlook 20132
    • Internet Explorer 10 or later, Firefox 22 or later, or Google Chrome 28 or later (desktop mode only)

    What I mean is, when it tells me to upgrade to ICloud Drive which is required for iOS9 to work with iCloud, it warns me that it only works with devices running iOS 9 and OSX Yosemite or later.  So, that's what I am asking about...   I know the system requirements on the website say it works, what is confusing is the warning on my phone that it's not.
