    mean that it's connected to another appleID which is not yours then you can't before the owner unlink it from their appleID

    You can't.  That's activation lock, and is there to prevent theft.  If you can't get the owner to give you the password or to release it from their account, the phone is completely useless.  Nothing you, Apple, or anyone can do.
