I do not know what a mission control memo is, please clarify.
This is an important lesson in computers. Never update your system without making a backup.
Mission control memos are stickies that are part of the old Dashboard system that has been around since 10.5.
Alas, they are not permanent. For permanent memos, you'll want to use Stickies Application itself in Applications -> Utilities or Notes. Memos in Dashboard are there much like the clipboard, they only survive temporarily.
A good clone backup might have saved them. Restoring the memos though from the Dashboard is very hard as it would require identifying which Library file is updates when you put memos in and using a data recovery tool.
If it's just that you can't find the Dashboard, either search for it with Spotlight, or enable swiping to it in the Mission Control preferences.
The Dashboard has nothing to do with Mission Control, it was just stuck there as Apple couldn't figure out where to stash it until it finally dies.
I tried the 10.11.1 update, and my single line note was preserved in Dashboard. So clearly it wasn't the update alone that triggered it. Probably something was corrupted or close to capacity.
why that they remove mission control?

Mission Control is doing fine in El Capitan.

They didn't remove Mission Control.
Are you looking for the Dashboard as the OP seems to be? It's still there, too.
