Q: i have a new sim but the old phone.

do I need to tell apple?

will Icloud etc still work.

Hello

The answer to your questions depends.
The carrier is the one that uses the SIM Card, if you need to tell anyone it's them.
The iCloud works with you Apple ID or iCloud account. It will not effect that unless your synching through the cell data, that again is a carrier issue.
