Can you use a universal remote with the New Apple tv (2015)?

Yes, but they didn't have a Bluetooth remote. It's not clear whether the new ATV has a infra-red receiver as well.
Siri definitely not available with the Universal Remote.

Technical Specifications for the new ATV list IR as a receiver as well here
Presumably that means that some functions can be carried out with the old ATV remote, so it would depend on whether the Logitech or other smart remote can mimic that.
You could use third party remotes on previous Apple TV models so it's possible that you will be able to do the same with the 4th gen Apple TV.
My Logitech Harmony 700 Universal Remote works perfectly well with the new Apple TV (2015). Of course, there is no Siri functionality, but the menu, cursors, select, play, pause, FF, rewind, etc. functions all work fine.
Yes. The Apple TV 4th Generation has IR reception functionality and works fine with the previous Apple IR remotes - both white plastic and the later metal remote. If you can program your Universal Remote with a previous Apple TV profile it will work fine - albeit without Siri voice recognition and the touch pad. (Though in some situations the older remote is actually better than the new one - particularly if you are navigating long lists)
The Apple TV 4th Gen also includes IR learning functionality within it, so if you have an old IR remote control (or a universal remote that doesn't include Apple TV you can chose another device instead), you can teach the Apple TV the codes for that and use it.
I have the ATV 4 and set up a universal IR remote, and as you mention, Siri won't work (which makes sense).
However I am unable to get the "home" button (the icon with the little TV) to translate to the IR remote. Could this possibly be a special RF button (or is this just cockpit error on my part)?
Having the same problem. I've a Harmony Ult One and trying to setup an activity to startup Netflix on the Apple TV 4. You have to setup your apps in a specific order, find a way to navigate to the first tile on the menu reliably (Movies), and use navigation commands and Select to startup Netflix - or another streaming service you've setup. I just can't find a way to reliably get to the Movies tile to start my navigation and always end on the tile I want. Grr.
