is the cloud only for mac and apple IOS user? what about Samsung android, always get message the my cloud is full!

The generic Cloud is a collection of services from many different providers, only one of which is Apple. Apple provides iCloud. Other providers can have different names for their cloud services.
Your android device may be using a non Apple cloud option. Very likely Google's offering.
It may indeed be running out of space.
You'll need to go to a Google forum or some such place to get help with that.
