The quality of the books is the same for iPhoto books or Aperture books.
However, Apple stopped the development of both Aperture and iPhoto, so you can neither buy iPhoto not Aperture any longer. New Macs come with the Photos.app that is part of MAcOS X 10.103 or newer.
You can create books in Photos as well, but with less layout options than in iPhoto or Aperture.

As far as I can tell the list of book templates is still the same, Keith.

Indeed, it is work in progress, and Photos 1.2 is already considerably more versatile than Photos 1.
But I did not detect any new advanced features in the books or slideshows. The books look stunning, but we have not much control over the layout.
