Can't activate new iPhone 5s

I just bought a new unlocked GSM iPhone 5s directly from Apple to replace one that I dropped and cracked. When I try to set it up I get an Activation Error every time. Here's things we tried:


Rebooting

Working AT&T SIM card from another phone

Working Verizon SIM card from another phone

Starting Over a bunch of times

Brand new SIM card

Working with AT&T support - Rebooting, Tried programming old SIM, new SIM, they're mailing a third SIM

Activating with Wi-Fi and Activating with the Cellular Connection

Walking really far away so it couldn't find the Wi-FI

Connecting to iTunes and doing a factory reset


Anyone have any ideas?

I see you are having issues activating your new iPhone 5s. Here is an article that provides steps to take to resolve this issue. I know you have already taken some, and probably many, of the suggestions. But I suggest that you follow this article to prevent missing some or in case a few of the steps are necessary to be done in a specific order.
