Why am I not able to transfer my purchases to itunes?
Why would apple remove this feature in ios9. Then how can I backup my apps that I download in my idevice? Any suggestions?

I am having the same issue, it use to be simple. Download on a device and when you sync it shows up in iTunes. I have found a work around, still not great but works.
In iTunes go to Apps/App Store, scroll to the bottom of the page and under Features select Purchased.Select Not in My Library and you should see all of the apps that have been downloaded on other devices that are not in your library.
