I bought an iphone 5c off somebody and the phone is locked with Icould and im sure the phone was stolen because I cant turn it off and the person I bought it from doesn't know the password to take it off! What can i do?

I Don't want to lose the money i spent on the phone and the person no longet has their facebook so idk who bought it from

I'm afraid you have lost your money. Once the previous owner has 'Activation Locked' the phone only he can unlock it. No-one else, including Apple, can unlock it and it will be permanently useless. If you think it is stolen you should strictly turn it into the police, though they probably won't be able to do anything to locate the owner. (In the UK at least it would become yours if not claimed for a period, but this won't help you because you still won't be able to use it.) I'm afraid this is the sort of risk you run when you buy an iPhone from a dubious source.
