Try calling your bank again and asking for the matter to be escalated (perhaps ask to speak with their Apple Pay verification team), as the answer that they have provided so far is not very helpful. Only they can tell you, for example, whether or not they have:
- Received a request to approve adding your debit card to Apple Pay;
- Attempted to send you a verification request, and/or;
- Sent a Device Account Number to Apple, to be added to your device.
If your issuer cannot identify the cause and help you to resolve it, you can then contact Apple and explain what you have already been told:
