I have already set up my iPhone and did not use the Move to iOS initially. Is there a way to use it outside of the initial setup.

Yes you can, just put the Copy My Data app on both phones, connect to wifi and follow the instructions. Nice and easy :-)

No you CANNOT
The Move to IOS app is only available on Android, so you can not put it on your iphone to transfer the data afterwards.
Move to IOS, from Android (Samsung J5 to iPad was consistently failing in many trials
So I setup iPad as a new device and then used Copy My Data
