So if has been more than 24 hours, what did Apple say when you contacted them, since you did everything in the link?

You can send international SMS, and your activation SMS sent successfully to +447860015000 the UK Apple activation servers.". It has been more than 24 hours, and iMessage still says "waiting for activation". I turned off iMessage now, but I can use iMessage with my Apple ID. My problem is I can't use and start conversations with my phone number.

Oct 30, 2015 4:48 AM in response to Anybody33by emremrtaydgdu,I tried all of them, I restored with iTunes too, but still not working. I can't downgrade to iOS 9.0.2, Apple has stopped signing iOS 9.0.2 tonight. I'll try a few days later.
I wonder, I live in Turkey, and all of European countries are using European Standart Time now, but Turkey still uses European Summer Time now. Turkey will switch to European Standart Time one week later because of votings. Mobile phones are really confusing about the time now, because some phones display European Summer Time, and some phones display European Standart Time. Should I try to activate iMessage one week later?

This appears to be a bug in the iOS release. Anybody experiencing this issue should contact Apple Support so that hey are made aware of this issue and fix it in 9.2

I am getting waiting for activation on both iMessage and facetime. I can see my icloud email ID in send and receive but my cell phone number is not even listed there.
I Called apple support and talked to the apple support for 55 min but they failed to rectify the issue and at the end they said leave imessage and facetime ON for 24 hours we will call you again to know if activation has been done or not so i left my iphone with imessage and FaceTime waiting for activation for 24 hours but after 2 hours i got sms from my cell phone carrier that you are out of your prepaid credit and when I check sms statement i saw iMessage and facetime has sent almost 40 sms to apple server number i.e. 07786205094. I have been charged Pakistan Rupees 6.00 per sms to this number but activation was not done
This is serious issue its time to sue Apple for sending 40 sms international number for failed activation of iMessage and FaceTime.

My carrier assured me it's not them and their servers have been pushing the activation and to the apple servers. I also spent an hour speaking to a apple advisor and even though he was going above and beyond trying to solve this issue, nothing has changed.
My carrier assures me that it is a huge issue with iOS 9.1 and to wait it out.
SOoo frustrated! I've spent over 10$ on sms sending internationally!

Nov 19, 2015 10:08 PM in response to pamesby faryaz,The issue must be on carrier side. Carrier always deny it and in most countries ccarrier don't know what is iMessage and how it work.
To confirm the Issue get SIM of another carrier and activate iMessage and FaceTime and see if it works or not. If it activate then the issue is on carrier side. Either carrier has blocked the reply from Apple server or there is issue in carrier's sms center or servers.
I was facing same issue and I tried to activate on other carrier's SIM and it worked then i called carrier and said now it is confirmed the issue is on your END and after so many complaints from other people as well they admitted that issue was at their END which is now resolved.
So the issue was my iPhone was not getting reply from Apple server due to fault on Carrier side which is now resolved

Feb 19, 2016 3:33 PM in response to emremrtaydgduby MagnumP.I.,I fixed the problem by forcing to send an iMessage as a text to a friend. Once i did that, i had a pop-up on my other devices asking if i wanted to add my phone number to iMessage. I choose "yes" and immediately the problem was resolved.
