I just received a new 4th gen appletv and can not get hdmi cec control working for power on/off and volume control of the tv. the option for tv on/off control in the appletv settings menu is greyed out. the appletv does appear in my tv's hdmi cec device menu.
I had to send an "Activate" command from my TV's CEC settings. It appears in the TV's list, but I had to send the command anyway before the TV would start taking commands from the Apple TV. It's a Sony TV, so I don't know if it will specifically be the same, but hopefully it jumps out at you when you re-check the options

my TV only seems to have an option to turn CEC on or before off and no activate (or similar) command. 'Turn On Your TV with Your Remote' on my AppleTV menu remains greyed out.
I am having the same issue. My denon ci3313 and my Panasonic gt50 is not working with cec. Both are enabled and work with other devices just not the Apple TV. Super disapointing.
If I put my AppleTV to sleep and turn off my TV, if I turn the TV back on then it wakes up the AppleTV so I believe there is some CEC communication from the TV to the AppleTV (so I don't think there is an issue with the HDMI cable). I also did a factory restore on my AppleTV which interestingly downloaded updated firmware (but still showing as version TVOS 9.0) but it did not fix my problem with HDMI CEC control of my TV volume/on/off using the AppleTV remote.
HDMI CEC is a buggy mess and seems to get worse when you introduce a receiver that does HDMI switching. I tried it years ago when I got my Receiver and it never worked as advertised.
Apple should have just stayed with IR control. Unfortunately IR control does not work with my Pioneer Receiver (power is ok, but no volume control) or Samsung TV (no power control).

Mine is the same, in fact if you tell the amp to turn on the Apple TV while the Apple TV has been in sleep from Remote settings... you can see for a few seconds it has HDMI CEC on and then it says its unavailable after about 2 seconds. Not sure why. Maybe it'll be fixed in a future firmware update for the ATV.
In fact, I just tried turning the ATV on with the amp off and it does turn on the amp.
So it clearly is working, it's just the Apple TV doesnt think it is. And the volume control doesnt work, so I have to do that over IR.
Maybe does just need a bug fix from Apple.
