I took an image of my Windows 10 x64 PC with iTunes and iOS device backups eg iPhone on it. I installed a fresh Windows 10 PC with an identical name, identical user and the latest version of iTunes.
I did all the things you do to restore the old iTunes to the new Windows 10 installation and everything was perfect and worked.
BUT there were no iOS Device backups e.g. iPhone from the old PC backups even though the encrypted backup was on the new PC.
Then I had an idea which fixed it and the backups appeared. The restored encrypted folders containing the iPhone backups from the image are placed on the hard drive with all the old Windows security permissions intact. However the new Windows 10 PC does not know anything about them so it orphans the ownership and the read write ability of those folders. iTunes can "see" the folders but can't get into them due to security.
So I simply double clicked with explorer each folder and opened them as an administrator. Once this occurred, my windows profile was now allowed to read write into the iOS backups. Now iTunes had access. Now iTunes recognised them and all worked again.
This only happens if you recover the folders from an image eg Acronis True Image Home or similar. If you copy and paste the backups you will have already fixed the security as you will have to open the security to copy directly from hard drive to hard drive.
And my word of wisdom from an old guy, please apple learn to use windows and add features to import and export stuff in and out of iTunes easily. Otherwise you may turn into the Betamax of the VHS world and become redundant as the population seeks an easier and cheaper path.
