I can turn on MacBook from power button and it will bring up login screen. I can not select a user, or select shutdown or restart. the only thing if I hold down power button to turn off.help

Hold down the Shift key immediately after the startup tone, and release when you see the progress indicator (looks like a spinning gear).
If you can't get to safe mode ,you might try a pram reset. Command/Option/P/R and power key on startup for three chimes. You could also try a SMC reset https://support.apple.com/en-us/HT201295 If this fails to solve the problem,Go to Command R to get to your restore screen and see if you can use disk utilities to repair permissions and the Hard drive. You could also use restore to reinstall the operating system.It is recommended that you have you back up your files first, but this only restores the operating system.
