Safari changing Flash Player settings

Since the latest update to 9.0.1 on Mavericks and also Safari on El Capitan (iMac 27" late 2012) I have found that every time Safari is used it alters the Flash Player settings in System Preferences for Camera & Mike and Peer Assisted Playback from 'block' to 'ask'. I have blocked the Flash plug-in in Safari, however still changes the system settings with no indication or permission requested. Any ideas?

iMac, OS X El Capitan (10.11.1), also Mavericks

Thanks for the reply. I tried this on El Cap and it did not resolve issue and just tried it again now on Mavericks with the same result.

Unfortunately too much web content requires Flash to work or to watch a video clip so I would be spending half my day un-installing/re-installing Flash, thus not a viable work around.

Think I will just stop using Safari as Firefox does not have this issue. I used to use Safari just for secure connections as it is easy to clean using the 'Reset' facility but that has disappeared on the El Capitan Safari version.

Allowing an application (especially a web browser) to anonymously override system security settings is a security hazard in my opinion. Hope it's a glitch which can be fixed and not a new undocumented 'feature'.

Thanks for that.

Have been scrubbing Flash regularly for long time now which is how I noticed the Safari was changing its settings.

Have reverted to Mavericks due to the removal of Secure Empty Trash in Finder on El Capitain, so have the Safari 'reset' available again.

After the reversion to Mavericks, Safari stopped altering the Flash settings until I installed the 9.0.1 update (which had been released since the back-up was taken) and the problem started then. So it looks like something in that Safari update is the cause of the Flash player settings being altered on Mavericks.
