Suggest you go to this support board:

88,000+ views.  But no solution to the problem which is basically an IOS 9 bug related to pop3 accounts.

Using iPad mini iOS 9. Only email headers loaded, no content but the same  error message. Spread to all emails except Facebook. Everything OK using laptop. Eventually dug out old iPod and signed into mail server. Worked fine, emails downloading. Immediately after this the iPad emails back to normal, everything downloading. No idea why but if you have an old device lurking in a drawer may be worth a try.

I Had this too. Had occasion to delete everything from my IPad Mini due to trojan in email which was transferring to Win 7 when backing up IPad. When I started it from factory settings I had the option of POP Mail account setup. It is now opening all emails with no problem on the latest IOS. Of course I had lost everything doing this factory reset, but thankfully had all emails in my Outlook so could just send to IPad if needed. I had previously tried just deleting the mail account but that didn't work when adding it back. Hope this helps, it is a bit drastic and Apple shouldn't be just ignoring the problem.

TThank you for the reply. I hope I won't have to go to that measure of wipping ant go back to original. I will if I get so frustrated that it drives me nuts.
