If you want help to fix it instead download and install EtreCheck from http://www.etresoft.com/etrecheck
Run it and post the report here. Maybe someone here can see what it wrong with your Mac and suggest a fix for it.

A back up of the OS prior to the upgrade? No. I really just want things to work the way they did prior to the upgrade. Access to my music on an external hard drive is compromised. None of the suggestions for making that work have been useful. Looking at the ratings of El Captain, it seems that I am not alone in not liking it.
Is there a way to remove the current OS and reinstall an older version?

Oct 30, 2015 10:24 AM in response to picc285by Allan Eckert,Without the backup, it is not an easy task to downgrade. Hence the reason I suggested the EtreCheck report in an effort to fix your problem. It will probably be easy to fix it then to downgrade with out the backup.

Did the EtreCheck Report tel you anything? I will say this, and maybe it will shed better light on the situation: I tried downloading the recently purchased music from iTunes. I have always kept my music on an external hard drive and have always had iTunes preferences to download to it. After upgrading to El Captain and upgrading iTunes I can no longer download to the external hard drive. I do not have that 'privilege'. This was irritating.
So, I shut down the computer, unplugged the external hard drive, rebooted the computer and was able to download the music with no problem. The problem is now I have music all over the place. That is not ideal.
So what is happening that won't allow the music to go to the external hard drive the way it is supposed to?
Any suggestions?

Nov 2, 2015 8:30 AM in response to picc285by Limnos,For what else do you use the drive? If it were me I would get info on the drive then disable ownership on it. I use a 10 year old OS version so specifics probably aren't helpful. For me it is a checkbox at the bottom of the drive information window.

Nov 2, 2015 8:36 AM in response to Limnosby picc285,I only use it for music and picture back up and it worked perfectly before the upgrade. Space is no issue either. I have been trying to change the ownership, but I have yet to be successful doing so. Also, after the upgrade, the icon for the drive changed from a black, Seagate icon to a generic, square, gold icon. I do not know if that matters, but that seems too convenient to be coincidental.

Nov 2, 2015 9:27 AM in response to picc285by Limnos,Oh, now you are showing us useful information. Did you really manage to use this drive before? It is NTFS formatted for Windows use. Macs can read files on NTFS but cannot write files to them. Nothing to do with iTunes or El Capitan unless your installation meant loss of functionality of special software that is required to use NTFS with Macs (in which case you should be aware of having installed it).
