Have you gone to Settings and then "Remotes and Devices" and add the keyboard?

The new Apple TV (4th Gen) does t support ANY Bluetooth keyboards OR the Apple Remote App.

Good luck entering your passwords or searching, since you can't use Siri for that, either.
