I tried everything but I cant pair my remote to the apple tv. Any suggestions?

I have the same problem. I have tried everything but still stuck at the Select country screen sinne the remote can't pair with Apple tv. In my case it's the New Apple tv 4th generation.

Did you follow the onscreen instructions to connect the remote to the ATV? Hold down the Menu and + keys at the same time to connect. Once you select a few things like language and region you will be asked if you want to use your iOS device to complete setup. If you do the ATV will get your network and password information from your iPhone or iPad and away you go. It took me all of five minutes to get up and running.

Solved my problem! Apparently my TV didn't turn on video quick enough for those instructions. First thing I saw was select country. Used my old 3rd gen remote to get it working, then I found this and got it paired.

For the record, I had the same problem. Ridiculous that there is no instruction anywhere if you happen to miss that first screen. I don't even know how I missed that first screen.
